Still remember about definition of Disadvantaged People (or PMKS in Indonesian Language)??
Disadvantaged people is an individual, family, or group of people who has obstacles problem or disturbances or unable to fulfill their needs of life (physically, mentally, and socially) in sufficiency. The obstacle problems and disturbances maybe in form of poverty, neglected, disability, sexual harassment, isolation, and environment changes (suddenly changed) such as disaster.
Currently, Ministry of Social Affairs of Republic of Indonesia published new classification of Disadvantaged People, from 27 classes to be 22 classes.
So, where are the five ones?
Here they are:
# Children the victim of harassment or tread badly, Woman who become the victim of violations or mistreatment, and Elderly who become the victim of violations or mistreatment were combined to be Victim of violations or mistreatment
# Children with disabilities and Persons with disabilities caused of chronic diseases are combined with Persons with Disabilities
And… these are the new 22 classification of Disadvantaged People:
1. Neglected Infant
Children on the age of 0 – 4 years with certain cases faced difficulty to grow properly and optimally (physically, mentally, and socially). It may cause of their parents in capable for caring responsibilities as they are in poor condition, sick or one of them is dead.
2. Neglected Children
Children on the age of 5-18 years because of a certain case such as living poverty one or both parent are sick or dead, or disharmony family so they unable to achieve their basic needs mentally, physically, and socially.
3. Juvenile Delinquent
Children on the age of 18 years old who missed behave in according of norm or customs within society is that detriment for him/herself, the family and other people.However they could not charged legally as they still under age for subject of law.
4. Streets Children
Children on the age of 5 – 18 years old who spent most of their time to work or leisure on the streets or public spaces.
5. Women with potentially low social economy
Women of the age of 19-59 years, who are live alone or widow insufficiently income to fulfill their daily basic needs.
6. Victim of violations or mistreatment
Someone—in this case include children, women,and elderly– who experienced violation, mistreatment not improperly in the environment or family and threatened physically,and non physically.
7. Neglected elderly
Someone who is 60 years or so with certain factors unable to fulfill the basic needs physically, mentally and socially.
8. People with disabilities
Individuals and who have physically or mentally impairment or disorder is that disturbance or burdens for him/her to take part in activities of life. They consist of: Physically disable (blind and mute), mentally disable (mentally retardation, former psychotic diseases), adn mixed (mentally and physically disabled).In this case include children with disabilities and people with disabilities caused of chronic diseases.
9. Women in Prostitution
Women that recurring sexual intercourse with the same or opposite sex out of marriage to get money, material, or services.
10. Beggar
People who get income through begging in public places in many ways and tried to withdraw people’s pity.
11. Homeless
People who live in a condition that does not fit the norms in the local society,and do not have in come and permanent residence and keep wandering in public places.
12. Former Offender
Someone who has completed or in three months will complete his custody as the punishment sentenced and experience obstacles to adapt himself in social community, get difficulty to get jobs or carry on his life normally.
13. The Victim of Drugs Addictive
Someone who misused narcotic, and other addictive substances including alcohol beyond medical treatment or without doctor’s prescription.
14. Poor Family
Someone or the family leader who does not have in come at all or has no power to fulfill the basic needs or someone who has income but is not sufficient for the family.
15. Family Living Inadequate Housing Condition
Family with housing condition and environment which does not meet recruitment of living places, physically, health and socially.
16. Family with Social-Psychological Problems
Family with poor relationship among the members of the family especially disharmony relationship between husband and wife, so function and duties of a family do not properly.
17. Community Live in Remote Areas
A group of people or community that live locally in small social unity and isolated, still bound tidily to natural resources and the habitat social culturally isolated and left behind compared with Indonesian people generally.
18. The Victim of Natural Disaster
Someone, family or group of people who is physyically or mentally even socially, economically due to natural disaster then it cause problem in their live. Including natural disaster are earthquake, flood, tsunami, typhoon, eruption of vulcano, and others.
19. The Victim of Social Disaster
Someone, family or group of people who is suffered physically of mentally, even social economically due to social conflict which emerge obstracles to go their activities.
20. Neglected Migrant Workers
Migrant workers who faced difficulties and social problems and live neglected in destination places.
21. HIV/AIDS
Someone who is recommended by medical professionals (doctor) or laboratorium officers medicallly claimed infected by HIV virus and experiencing syndrom immune and lively in neglected.
22. Fragile Family
Young couple married (5 years of marriage) has socially and economically problems (income about 10% above the poverty). Being unable to fulfill the basic family need.
